In order to implement the major decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, further improve the carbon efficiency of comprehensive energy efficiency in the industrial sector, and promote the optimization of energy resource allocation, the first National Ecological Day, August 15, 2023, saw the successful hosting of the “2023 Industrial Comprehensive Energy Efficiency Conference” at Beijing Western Suburb Hotel. The conference was jointly organized by Tsinghua Energy Internet Innovation Institute and China Industrial Energy Conservation and Clean Production Association. It was also supported by the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association, the Special Committee on Industrial Carbon Efficiency of China Industrial Energy Conservation and Clean Production Association, and the National Energy Internet Industry and Technology Innovation Alliance. Co-organizers included Tsinghua National Governance and Global Governance Research Institute, the Department of Electrical Engineering and Applied Electronics at Tsinghua University, and Tsinghua Sichuan Energy Internet Research Institute.

The online audience exceeded 14,000. The conference was chaired by Sun Kai, Vice Chairman and Secretary-General of the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association and Assistant Dean of the Department of Electrical Engineering at Tsinghua University.

In his opening remarks, Zhi Hui, Secretary-General of China Industrial Energy Conservation and Clean Production Association, welcomed the experts and business representatives attending the conference on behalf of President Wang Xiaokang. He emphasized the need for a shift in the work of industrial energy conservation and efficiency towards energy low-carbonization, systematic energy efficiency in the entire process, and refined management. To fully implement the Party’s requirements for promoting green, low-carbon, and high-quality development, efforts must be made to improve industrial comprehensive energy efficiency and carbon efficiency. Zhi Hui encouraged everyone to establish long-term and close cooperation in various aspects, including technological innovation, technology promotion, standard development, dual carbon initiatives, and financial services, to contribute to the green, low-carbon, and high-quality development of industrial enterprises.

In her address, Ms. Liu Jia, Deputy Director of No. 3 Special Office at the Industrial Development Promotion Center of the Ministry of Industry and Information Technology, stressed that the improvement of industrial comprehensive energy efficiency is a new requirement for the high-quality development of China’s economy. The rapid development of new sciences and technologies represented by new energy and digital technology has given a new meaning to industrial energy conservation and efficiency. She emphasized the importance of strategic determination, tactical flexibility, and scientific approach in this work, highlighting the need to take the lead and follow the correct development path to promote industrial development through technological leadership.

Academician Gu Guobiao, Honorary Chairman of the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association, pointed out that the industry is one of the leading sectors in the national economy, as well as a critical area for energy consumption and carbon emissions. Industrial development faces the dual pressures of emission reduction and energy efficiency improvement, and it is crucial to combine energy efficiency with technological development to achieve mutual growth.

Gao Wensheng, Executive Vice President of Tsinghua Energy Internet Innovation Institute and Secretary-General of the National Energy Internet Industry and Technology Innovation Alliance, expressed heartfelt thanks to the experts who have supported the institute’s work for many years. He pointed out that industry is the leading sector of the national economy and a crucial source of energy consumption and carbon emissions. Tsinghua Energy Internet Innovation Institute has been continuously engaged in work related to the improvement of industrial comprehensive energy efficiency. The research team at the institute’s think tank has undertaken the research project titled “Research on the Development Path of Industrial Green Microgrid for Energy Efficiency Improvement” commissioned by the Energy Conservation Department of the Ministry of Industry and Information Technology. This research has expanded the scope of industrial green microgrids to “comprehensive energy systems” and proposed construction plans, implementation paths, and policy recommendations for green microgrids in oilfields, steel, and aluminum electrolysis industries. This research serves as a reference for clarifying the development potential and path of industrial green microgrids and promoting industry development. He hoped that this conference would provide a platform for extensive exchange and in-depth discussions for the guests, contributing to the promotion of industrial comprehensive energy efficiency improvement.

In the keynote speech session, Academician Ouyang Minggao delivered a presentation titled “Prospects for the Integration of New Energy Power and New Energy Electricity — Electric Vehicle Grid and Active Smart Energy System”, starting from the dual carbon goals, he outlined the vast prospects of the integrated development of new energy vehicles and new power systems, providing guidance for related work.

Liu Jinsong, Chairman of the Special Committee on Industrial Carbon Efficiency of China Industrial Energy Conservation and Clean Production Association and Project Leader of the State Grid New Energy Cloud Project, delivered a keynote speech titled “New Energy Cloud Serving Green Development and Carbon Neutrality Practice”. He emphasized the importance of new energy clouds in supporting high proportions of new energy integration and the construction of a new type of power system.

Kang Chongqing, Chairman of the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association, Dean of the Department of Electrical Engineering at Tsinghua University, President of Tsinghua Energy Internet Innovation Institute, and President of Tsinghua Sichuan Energy Internet Research Institute, spoke on the topic of “Dynamic Carbon Emission Factors of Power Systems and ‘Source-Grid-Load’ Physical Carbon Meter System”. Wang Chengsheng, Head of the Power Electronics Technology Center at the Metallurgical Automation Research and Design Institute, Professorate Senior Engineer, and Doctoral Supervisor, shared specific practices of energy conservation and carbon reduction in the metallurgical industry, as well as future trends in short-process steelmaking (electric furnaces) and hydrogen metallurgy in his report “Exploration for Energy Saving Paths in Metallurgical Field under Dual-Carbon Goals”.

In the corporate sharing session, Zhao Jing, Vice President of TBEA Co., Ltd., and General Manager of TBEA Technology Investment Co., Ltd., and Professorate Senior Engineer, presented a report titled “Technical Exchange on the TBEA ‘Source-Grid-Load-Storage’ Project”. Gu Yanhui, Chief Engineer of Goldwind Technology Co., Ltd., discussed “Exploration and Practice in Assisting Load-Side Energy Green Low-Carbon Transformation”. Zhao Zhiyong, General Manager of the Energy Efficiency BU at Beijing BOE Energy Saving Technology Co., Ltd., an expert in the expert database of the Beijing Municipal Science and Technology Commission and an expert of the Beijing Energy Conservation Center, Council Member of China Energy Conservation Association, and Deputy Chairman of Zhongguancun Energy and Environmental Service Industry Alliance, talked about the “Implementation Path of BOE’s Carbon-Neutral Smart Factory”. Lu Peng, Business Director of New Business Development Department of Smart Micro Grids at Delta Greentech (China) Co., Ltd, discussed “Analysis on Application Value of Commercial and Industrial Energy Storage”. Qiao Mu, Founder of YunCarbon Technology Co., Ltd., a member of the expert database of the State Grid Corporation of China, and the leader of the research and development of the comprehensive intelligent energy management platform for the Ningdong Industrial Park, shared insights on “Exploration and Practice of Dynamic Carbon Neutrality Development with Digital Technology Services”. In the afternoon, Parallel Session 1, themed “Industrial Green Microgrid and Comprehensive Energy System Forum,” was hosted by the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association and the National Energy Internet Industry and Technology Innovation Alliance. Zhang Kun from the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology and Liu Jia, Deputy Director of No. 3 Special Office at the Industrial Development Promotion Center of the Ministry of Industry and Information Technology, explained the requirements and ideas of the Ministry of Industry and Information Technology for industrial green microgrid-related work. Sun Kai, Secretary-General of the Special Committee on Comprehensive Energy Systems of China Industrial Energy Conservation and Clean Production Association, and Dai Jing, Executive Secretary-General, moderated the forum.

During the forum, Associate Professor Wang Yongzhen from Beijing Institute of Technology, Associate Professor Hou Xiaochao from Central South University, Microgrid Technology Expert Jing Zhiyuan from Daqing Oilfield, and New Energy Technology Expert Kang Qingbo from Huabei Oilfield delivered presentations on the topics of “Key Technologies for the Energy Efficiency Evolution and Comprehensive Smart Energy System in the Chinese Energy System”, “Autonomous Operation Control of Series-Parallel Distributed Energy Sources and Microgrids Driven by Self-Organization”, “Intelligent Microgrid Technology in Daqing Oilfield”, and “Ideas and Progress in Building Distributed Intelligent Grids in Huabei Oilfield,” respectively. Participants engaged in in-depth discussions on the opportunities, challenges, and implementation paths for the development of industrial green microgrids.

Parallel Session 2, titled the “Carbon Productivity Development Forum”, was organized by the Special Committee on Industrial Carbon Efficiency of China Industrial Energy Conservation and Clean Production Association and the Carbon Neutrality Innovation Center of the State Grid New Energy Cloud. It was co-organized by the Management Committee of Ningdong Energy and Chemical Industry Base in Ningxia. Wang Hanyun, Secretary-General of the Special Committee on Carbon Efficiency of China Industrial Energy Conservation and Clean Production Association, moderated the forum.

The forum featured presentations by Wan Haibin, Senior Commissioner of the Global Energy Internet Development Cooperation Organization; Feng Shengbo, Director of the System Center of the Energy Research Institute of the National Development and Reform Commission; Lin Ling, Dean of the Environmental Resources Branch of China National Institute of Standardization; and Wang Huijun, Deputy General Manager of Beijing Green Exchange. Their presentations covered topics such as “Key Technologies for the Low-Carbon Transformation of Urban Energy Systems”, “Path from Dual Energy Control to Dual Carbon Emission Control”, “Supporting Ecological Civilization Construction and Green Development with Standard Innovation”, and “National Certification Promotes Carbon Productivity”.

The forum also included the release of the “Zero Carbon Factory, Zero Carbon Park Creation Guide” and the new book “Research on Decarbonization Practice of German Energy.” Additionally, a signing ceremony between China Industrial Energy Conservation and Clean Production Association and Ningdong New Energy Industry Development Co., Ltd. was held, and the Carbon Neutrality Innovation Center (Ningdong Management Committee) was inaugurated. The Industrial Park for Carbon Emission Dual Control was also launched, and the “100% Green Electricity” initiative was officially initiated. Two roundtable discussions were held on the themes of “New Energy Development as Carbon Productivity” and “Global Ecological Civilization Governance as Carbon Productivity.”
