The State Key Laboratory of Safety Control and Simulation of Power Systems and Large Generation Equipment organizes applications for independent research projects and open research projects once a year from April to June. The specific requirements and other matters related are hereby notified as follows:

1. Qualifications for applicants for independent and open projects

The independent research projects of the State Key Laboratory are for permanent personnel, and the open projects are for researchers from external institutions (researchers outside Tsinghua University, priority is given to young or overseas researchers) but with a permanent person in the Lab as the project contact. One permanent person in the Lab can usually act as the contact person for one open project each year. Each applicant can apply for new projects only after his project has been completed.

To ensure the consistency between the research direction of each team member and the direction of the team, the independent project applied by the teacher who has entered the research team should be approved by the team leader, and the team leader should sign on the cover of the application form to confirm.

2. Research directions of independent projects and open projects

According to the discussion result of the directors' meeting, the research directions of independent and open projects this year are the research directions of the laboratory:

Ø Safe and economical operation of large power grids

Ø Large-capacity power transmission technology and electrical equipment intelligentization

Ø New energy power generation and distributed power system

Ø Efficient and flexible power conversion and power electronics technology

Ø Simulation and control of thermal system

Ø New materials and technologies for energy storage

Ø Energy Internet and energy strategy

Following the above research directions, it encourages exploration in innovative and forward-looking projects in the fields of "carbon peaking, carbon neutrality related technologies" and "new power systems centered at new energies", and interdisciplinary research to cultivate new growth point of scientific research and contribute to the realization of "carbon peak and carbon neutrality".

3. Requirements for achievements, signatures and marks of independent and open projects

The form, quantity and signatures of the project achievement to be submitted must be clarified in the application for independent or open projects. The achievement forms include, but are not limited to, SCI papers, EI indexed journals and impact factors, contribution to international/domestic invention patents or software copyrights, and the influence of leading or participating in the drafting of international/domestic guidelines or standards. The project doesn't deliberately pursue the quantity of achievements, but focuses on quality and contribution. At the completion of the project, the project completion letter and the list of related achievements and supporting materials shall be submitted.

To the achievements submitted, the applicant should be one of the main contributors. For independent projects, the signature of the paper should cover the information of the state key laboratory; for open projects, a mark for acknowledging the state key laboratory should be attached to the bottom of the preceding page. The suggested format for the signature of an independent project is as follows:

4. Funded amount and duration

Independent projects are divided into two categories: key projects and general projects. The funded amount for a key project is within CNY 800,000, and for a general project is within CNY 300,000. The deadline for project completion is October 2022, and a completion letter must be submitted at the same time.

Open projects are also divided into two categories: key and general. The funded amount for a key project is within CNY 120,000, and for a general project is within CNY 50,000. The deadline for project completion is October 2022, and a completion letter must be submitted at the same time.

Explanation for reimbursement of open project expenses: Since laboratory funds are paid by the state treasury, open project expenses can only be reimbursed at Tsinghua University. Expenses are strictly in accordance with the management regulations of the laboratory. No invoice can be reimbursed unless signed by the person in charge of the subject and the permanent person of the laboratory acting as the contact person for the subject. In principle, no device priced above CNY 1,000 can be bought. If it is necessary to buy any device priced above CNY 1,000, a Tsinghua University equipment property account in the name of the subject laboratory contact person must be established, and after the project is completed, the equipment should be handed over to the subject contact person.

5. Application format

The application form refers to the format of the application form of the National Natural Science Foundation of China, and the cover information includes:

Independent research project application or open research project application (any open project applicant is required to submit an application for laboratory visiting scholar at the same time).

Project type: general/key, applicant, phone number, email, [open project] place of work and correspondence address, etc.

6. Important dates

Deadline for submission of applications: before May 10

Time for defense of independent projects and key open projects: at the end of May

Notification of review result: in early June
