On November 8, the 2024 High-Level Seminar of the Ministry of Industry and Information Technology (MIIT) and the International Telecommunication Union (ITU) was held in Liangjiang New Area of Chongqing. The seminar was jointly organized by the MIIT, the ITU, and the People's Government of Chongqing. The theme of the seminar was "Digital Innovation Driving Inclusive and Sustainable Development." Attendees included Vice Minister of MIIT Xiong Jijun, Deputy Secretary-General of ITU Thomas Lamanouskas, Deputy Minister of the Ministry of Technology and Communication of Laos, Selesna Inxiongmai, and Vice Mayor of Chongqing Jiang Duntao. Officials and representatives from international and regional organizations such as ITU, Asia-Pacific Telecommunity (APT), African Telecommunication Union (ATU), Commission of Inter-American Telecommunication (CITEL), Regional Communication Community (RCC), and Global System for Mobile Communications Association (GSMA), as well as government officials, industry representatives, and academics from China, the UAE, Brazil, France, Russia, Italy, Tanzania, and Singapore, attended the event.

Researcher Ci Song from the Department of Electrical Engineering and Applied Electronics at Tsinghua University was invited to attend the seminar and hosted the roundtable forum titled "Best Practices for ICT-Empowered Digital and Green Development." This roundtable forum was part of the special topic "Accelerating Digital and Green Development." The forum included online participation from Anne Yveslande-Bignon, Director of the Economic, Market and Digital Affairs Department at the French Directorate General for Electronic Communications, Postal Services, and Publishing; Maria Celeste Fuensmayor, Senior Telecommunications Expert at CITEL; Zhai Yongping, Senior Strategic Development Consultant at Tencent Computer Systems Ltd. and former Chief Energy Expert at the Asian Development Bank; Peng Jin, Deputy General Manager of the Technology Strategy and Execution Department at Ant Group and Head of Standardization; Shi Ying, Director of the Green Low-Carbon Technology R&D Department at China Telecom Research Institute and Joint Rapporteur of ITU Study Group 5 Q12; and Qiu Chenxi, Deputy Director of the Multilateral Mechanisms Research Center at the China Academy of Information and Communications Technology (CAICT).
Roundtable Forum
The successful hosting of this seminar provided a high-level communication platform for the national industry and further promoted the nationwide adoption and application of information and communication technology (ICT). It jointly contributed to building an open, secure, inclusive, and interoperable digital ecosystem, which is an important guarantee for global standard setting and industrial cooperation in the digital field.
